Upgrade process from Joomla 3.10 to Joomla 4?

I saw some conflicting information about upgrading in the documentation and forums.
The documentation says that you should not uninstall the component, as it will delete the data in the tables. A post on the forum suggested that in order to upgrade from Joomla 3.10 to Joomla 4.0, Phoca Gallery would need to be deinstalled and reinstalled. There also seems to be some debate as to which version of PHP should be active. I did also hit a dead link which supposedly led to instructions on upgrade from J3 to J4.
Can anyone clarify what the correct procedure is please?
