my question is why does Joomla say the manifest file is missing when I try to install the plugin?
its there in Phoca PDF VirtueMart Plugin.zip

Hi, which Joomla! version do you use? This is very obsolte Joomla! 1.5 plugin, not more maintained.

Now, plugins for Phoca Cart are active and maintained.
