Frontend User Upload - Cannot see categories

In the Frontend User Upload (User Control Panel) I cannot see the existing categories/subcategories.
If I go to the category view I see them without problem.
Which are the correct settings to see the categories in User Control Panel?

Notice: only the owner of a category can see it. I want to permit that other users pictures upload to an existing category or create subcategories inside existing categories.

the user control panel only shows categories belonging to the current user, to upload images to other existing categories, go directly to the category view (showing thumbnails)of the desired category and use the upload tab at the bottom of the page. (of course you must allow uploading in the settings of that category)
