Is this possible or is it only the admin can apply these in the backend?

Adding tag to upload
When our users upload a file in the front end they can select which category they are uploading too but I would like them to be able to add tags as well. In this case we are talking about off road cycle routes so need for example grade: Hard/Medium/Easy.
Is this possible or is it only the admin can apply these in the backend?
