Hi,
Take a look to your menu link to Phoca Gallery. Perhaps there will be overwritten your global parameters.
Backend --> Menus --> e.g. Main Menu --> Menu Item Manager --> Your Link to Phoca Gallery component --> Menu Item: [ Edit ] --> Parameters (Component) --> Rating Settings -->
Display Rating of Images=Use Global or Yes
