I seem to be having issues adding sales tax for my state. I cannot add for country because only collect taxes for sale inside my state.

If I clear tax then click "edit tax" on region/Florida there is no option to set a tax rate?

How do I set rate for just one US State?

Did you figure this out yet? If not, what I have found is that you have to set/make your the tax rate in "Taxes". Then it appears that in the "Country" view and the "Region" view you set tax rates for each (there are "edit tax" links in the list view of them), if it differs from your primary rate. I did get it showing me tax rates (I had to hide them with CSS in the product views) and I have tried to set it as Dynamic so that it only applies to customers that checkout in my region. However, my Michigan tax rate is showing in the cart view before I put any info in about my address. ...I'm really trying to figure this tax thing out. There seems to be ways to create "Zones" that will dynamically alter "Shipping and Payment" options but I haven't come across anything in the documentation about altering tax rate. I know this hasn't been real helpful but I'm here with you trying to figure this one out. I really like the potential this cart seems to have.

Hi, yes, the tax rate for e.g. region will change after user will set up the address, so the system knows which tax is valid for current user.

For european countries, there is VAT VIES plugin which can then based on user VAT change the VAT for current customer, maybe similar plugin needs to be written for US.

The current feature is just simple. If you set some tax for some region, enable dynamic tax in options and then when customers sets the address and the region fits the region tax, then such tax rate will change in checkout.
