Hallo,
I would like a checkbox with text and a link to the terms and conditions and data protection declaration under the invoice at the checkout. With me, however, both are completely displayed under the textarea. What am I doing wrong?

So if I understand you correctly, you want to have a link there and such link should go to article. Then you need to create article in Joomla with such conditions and in Phoca Cart parameter create own link to this article. Phoca Cart parameter is done generally, so you can set different formats based on your needs (there is no fixed link to some fixed part, instead, you can set your own HTML - e.g. link with specific text and you can link it to your Joomla article).
