Multiple upload don't work

Phocagallery 4.5.1
In the tab Multiple Upload there is no upload button, only text.

Hi,
Are you talking about the frontend or the backend. Please take a screenshot of the problem.
Which PHP version are you using?

Hi,
please check your Phoca Gallery Options settings:
Options --> Users --> Upload Settings -->
Enable Multiple Upload=(should be: 'Enable Multiple Upload (Administration only)' or 'Yes')
Multiple Upload Method=HTML5 Uploader
Are you logged into the backend with super user rights?

Yes it works. But there is a problem in this User tab. The settings for the differents levels of access does not work (problem that I had reported
https://www.phoca.cz/forum/viewtopic.php?f=1&t=63806).
The options for differents users are not saved. If we modify an option it applies to everyone including the guests.
This is what deceived me because I checked the guest access and supposed that for the admin the multiple upload was yes.
