Open
Admin side of Joomla and go to
components then go to
Phoca Download. click on the
settings tab. Now change the maximun
upload size. Beyond that you would need to go into your server and adjust your settings.

To add to this information, you can get the
post_max_size php variable by going to the
Help ->
System Info and then selecting the
PHP Information tab.
