Hello!
We want make some payment and shipping modules for our region market. Is there some API, example or documents how to do it?

You can see the Paypal Standard and Cash on Delivery plugin to get more info (there are comments which explain the information about used functions in the plugins)
And of course you can ask here for more detailed information.

Ok, if you will create plugin/module and such will be for public, then just let me know so I can include it in Phoca Cart extensions list (see Phoca Cart administration in Joomla! - Extensions - Plugins - there are some external plugins listed now)
