Newsletter System Operation

I have two newsletters: Test1 and Test2.
I go to my site and the module allows me to select Test1 and/or Test2. I select Test1 with User1@mysite.org.
I then go to the site and select Test2 with User2@mysite.org.
Both users have a separate email account.
Now, on sending newsletters, sending Newsletter Test1 it goes to both users User1 and User2.
I expected that it would only go to User1.
What is the correct operation?
EDIT: I found that everything is working properly. I followed these items:
Subscribers should have mailing lists assigned to them.
Mailing lists should have newsletters assigned to them.
The Module will provide a list of the mailing lists to be selected by the subscribers.
