categories being created by only administrator

is their a way to make sure that users cant create their own categories and only the administrator can create categories,i feel like if its a large site and everybody has a category it can get upsetting t and annoying seeing many categories.
i want it to like a deviantart kind of things where normal users just upload their pictures to existing categories
