There is a workaround listed on the JoomlaCode site by Marijke Stuivenberg. You can also see further information from a link they provided, "Error_Component_Install:_Could_not_copy_PHP_install_file_in_1.5.10."

I had it installed prior to upgrading my Joomla to 1.5.10 so I'm not sure. If it doesn't work for, then I would say no. :)

I have installed Phoca Download on my 1.5.10 (in WinXP and Suse) without any problem. The XML file looks OK too. The install file is not stored in any folder and there is no folder listed in XML:

<installfile>install.phocadownload.php</installfile>

I just installed it on a test site, using Joomla 1.5.10 and phocadownload 1.1.0. I chose the install option instead of upgrade as I did not have this previously installed.

I had no problems.
