Menu graphics/menus not appearing correctly

I have just done an upgrade from 1.0.6 (where everything was working fine)to 1.10 but the download menus are appearing in plain text with no graphics or table layout http://www.gedlingschool.co.uk/main/ind ... &Itemid=67
What could be causing the problem?
EDIT: Downloaded Section Menus and that fixed the problem although I never enabled it in the Module Manager, strange.
