I am using 1.3.2.

According to the 1.3.0 release notes, "Administrator or Super Administrator can delete or unpublish the message in the frontend". The Super Admin can delete or unpublish, but an Administrator cannot.

Hi, no idea what can be wrong for you, I have now checked the code:
\controllers\phocaguestbook.php

and there is checking for administrator and super administrator so both should be able to delete the items (the same for publishing and unpublishing)
