Hi, try to enable FTP layer before installing, or you need to create the folder manually by FTP...

try to see joomla.org forum too, it seems like this can be some general problem not only Phoca Gallery,
maybe ???See if all phoca gallery tables are created in database (it should not relate to file system problem, but try to check it)
