Facebook API Error: (#200) Permissions error (0)

I have made four attempts to set up the Facebook App linkage to permit import/export of photos between my Joomla website and a specific album on a Facebook Page I manage. I have been extremely careful to follow the instructions in the Phoca Gallery documentation. And the result of each attempt to export /import images is:

I have visited this forum as well as the Facebook Developer's Forum and have found no solution -- just suggestions to "read the manual". And I find there is some ambiguity in terminologies between the Phoca documentation and current App parameters with respect to user tokens/secrets, etc. Perhaps Facebook has changed its API again???
Until some recent modifications to the overall site, I had no problem with the Facebook app. My original implementation went off very smoothly, but now I am ready to bash my head against the wall! I am both the administrator for Joomla and the individual owner/administrator of the Facebook account to which the Page is linked.
Does anyone have any suggestions? I need to get this fixed ASAP, since the site is for a photo club, and lots of pix need to be shared across the platforms.
