Multiple Upload Resize Image + Maximal Upload Size

Hello!
We have a question regarding the Multiple upload resize feature of Phoca 4.0.4. which is found from tab Users – Upload settings, Multiple Resize Width/Height.
We tested the uploading by multiple upload where we had set Resize width and height to 1280 x 1024.
We don’t want to allow images larger than 500kb. When we put limit to this, and tried uploading a picture with all those settings mentioned, aka resize it to 1280 x 1024, phoca just simply reported: Image too large.
When we put the maximum allowed filesize to 5 Megas or larger, it allowed to upload the image, which original size was 2.70MB, and it did resize it by those width and height restriction we set, so it was 1280 x 980, (original size: 2560 x 1920) BUT.. the filesize was 1.25 MB, which is way too large. It had reduced it about 46% from its original file size.
Is there a way that it would reduce the filesize to our chosen limitation of 500 kb AND reduce the width and height to our decided size as well, even if it was larger by its original filesize?
General problem is, not all users know how to resize pictures on the computer, before uploading. That is why we would love if the resize feature worked in the way explained above.
Any suggestions, solution how to configure the settings?
