I'm not sure, what you mean. If the question is: Will Phoca Gallery v4.0 work with joomla v3.1.1, then yes, it will work.

what i mean is,

when I use phoca gallery on a tablet will then the popup pictures be smaller(are these pictures then responsive)

Hi, it depends on user browser and used javascript popup library (some of them resize the detail image to fit the window)
