Facebook album: What should I do to create the facebook app?

Hello!
I want import albums from Facebook and I follow the guide of site for make it. But there are some aspect that I not understand because theren't any explanation how I do during the creation of the facebook's application. I tried but the result is that when I go select album to import from New, there are no album in the list. Can someone explain each step that I do in the creation of facebook application?
