Hi.
I have Joomla! 2.5.6 & picasa phocagallery v3.2.0.

After June 6, many services are running ipv6, and picasa too.
my provider not support ipv6.

Solving the problem:

Only php 5.3 + version

in file /administrator/components/com_phocagallery/libraries/phocagallery/picasa/picasa.php
194 Line - add
curl_setopt ($init, CURLOPT_IPRESOLVE, CURL_IPRESOLVE_V4 );
