Letters with diacritical marks being removed from image name

I have photos with diacritical marks such as umlauts, acute accents, grave accents, etc. When I upload these to Phoca gallery, these characters are removed. I am using Joomla 2.5, Phoca gallery 3.1.5, and my MySQL database is defined as UTF8. What is causing this?

Additionally, if I can resolve the above problem, how do I rename the photos so that the correct spelling is there and the photos are not "lost" to Phoca? For example, can I rename a photo in the image directory and have the database updated automatically or do I have to update the database manually? If I rename a photo, do I have to re-assign the photo to a category and regenerate the thumbnail?

Okay, I think what you are telling me is Phoca Gallery does not support utf8 character sets.

I need to rename my photos to not use the diacritical characters. Is there a way I can do that without deleting them and reloading them (per my second paragraph in my first post as below)?

Hi, Phoca Gallery uses standard UTF-8 for every content like title, description, etc. is. But because of different server problems, filenames with UTF are not handled like UTF ... this is because, Phoca Gallery as free software can be used everywhere and it is really hard to prepare it for infinite number of server settings :-( :-(
