Manual Installation to Joomla

I've been fighting Joomla on installing Phocagallery for days now. Something in my Joomla has the TMP folder not accessible in permissions. I've been doing EVERY fix thats listed out there, and none will work.
I've uploaded all the files to the FTP as listed in troubleshooting here, the only problem is that I still can't install the FTP install version through joomla.
Is there ANY way to finish the install manually by uploading sepecific things to the FTP, or am I just stuck?
