Can users (via the frontside) create multiple categories?

When I enable the control panel, the user can make one category (the first), but when he later clicks on the control panel, he can only edit his first (and only) category.

The second question is: can a user geotag his category (via the frontside)? I did not find any settings about this.

I would like that registered user could create their own categories (as many as they like) and geotag the categories they have made. Is this possible?

I tried both the user manual and search, but I did not find any answers..

Hi user can create only one category in the front (this is because of security reasons)...

there is no option to add geotagging via front yet
