Is there any way to set a download limit for a certain user, for example;

If I wanted public users to only be able to download 15MB of images, but a registered user to be able to download an unlimited amount.

Is there any way to do this either inside or outside of the gallery?

Hi, there are no limits for download, only for upload of registerd users ...
