Frontend User Upload/Folder creation into existing Folders?

Hi,
following background: I have several user who should be able to upload pictures they made of certain events.
So I have a main category "Events" and the users should be able to create a folder for their specific event ("event1,event2...") and upload the images into that folder.
However, obviously the user folders are treated separately and I get a very muddled image category where all sorts of categories are "lying around".
Is it correct, that there are only these 2 ways:
- upload/folder creation in separate user-category -> no way to include them in a kind of "global" structure
- upload in predefined categories, but no way to create new subcategories?
If that is the case, then what can I do?
I don't think it is unreasonable to assume a situation, where several users supply images to upload images, but also preserve some kind of order by creating subcategories for the occasion of their images. How can this be done?
