Cannot upload from frontend

Apologies for posting this again, as I have seen every post (a lot of them) on this subject, but none make sense or help in the slightest. After 2+ hours I am very frustrated.
I have 2 problems. The inability of a user to have more than one main category. I only have 2 for this particular client - "California" and "Baja". I want the client to be able to add sub categories and images under both main categories. However, I am forced to assign just one to my client so he cannot make new sub categories to the other (from what I see anyway).
The second problem is that I can't upload from the front end, period. I get the error "User folder not defined". I have read all the responses, but they make no sense and have not helped. It doesn't help that so many links within the posts give 404 errors. There is some posting about setting the user folder. Despite reading a number of posts, I have no clue how to do this. In the backend, under each category, there is a field called "Owner Folder" with a browse button beside it (see image below). Is this what's being talked about? I can't make it work anyway - gives me the error "There is no folder".

I like the display of the PG and the back end, but the front end is a nightmare to navigate. I appreciate the fact that it's free and thank you for your hard work, but it needs to work, and work simply. Please help!!!
