Assign users to one main category

Hi there,
I have been searching on the forums to try to find a solution to my question. I have a situation where I need to assign a master category (root category) to all users then sub-categories to specific users. That way, the specific users can create subcategories and publish images all under the one master category. Ownership is not a multi-select and the responses I have found from previous posts indicate this is not possible, however, there were indications it might be possible "in future". I have version 2.6.2; is this functionality different in newer versions? Is there a way to fulfil this requirement?
