Hello!
I have a few questions:
1. Is it possible that user can send in articles with files attached?
2. Is it possible that not logged in user can see the article but not the attached file?

It should be like a download-exchange portal.

Hi, I think, these are qeustions more on joomla that on phoca, In Phoca Download, you cannot create articles.
