File uploading: "This file is too large to upload."

I've just installed Phoca Download in a Joomla 1.6 testbed for evaluation, and I'm having a problem trying to upload files.
My testbed machine is running Ubuntu 10.10, Apache is running under my account (not as root); DocumentRoot is in my user home directory, and I have run chmod -R 777 on the phocadownload directory. I've verified that all folders and subfolders are owned by me and are writeable.
The test file I'm trying to upload is 4.3mb; phpinfo says upload_max_filesize is 50M.
Still, when I try to upload a file I get
File not uploaded
This file is too large to upload.
I've noted that above Filename it says:
Upload File [ Max Size: 52 B]
Is that 52 bytes? Is that my problem? How do I change that?
