Pre-Populating Download Folder? Is this possible

Hello,
I am working on a client site and they have an existing CMS with over 500 files in folders and subfolders for board documents.
I was wondering if it is at all possible to set up the Sections/Categories and folders with Phoca and then somehow upload the PDF files to the server via FTP? This would save us the tedious job of having to re-input each file one by one.
Also, is it possible t have sub folders? For example, my client has many years worth of minutes and other documents so they need to be grouped like this
Board files / Board of Directors / Agendas-Minutes-Meeting-Materials / 2009 / document
Board files / Board of Directors / Agendas-Minutes-Meeting-Materials / 2010 / document\
etc... there are quite a number of sub folders and years within the main Board of Directors folder and then there are other Sections such as Community that again have many sub folders and then year sub folders.
Hopefully that makes sense!
