User "Main Categories" must be in same category. How?

1. It is possible, so that users in the User Control Panel, created their Main Category, which will be within the same category, as set by the administrator?
Example:
..
Admin Category 1
Admin Category 2
Admin Category 3 ->
-> User 1 Main Category
-> User 2 Main Category
-> User 3 Main Category

Hi, no, for now they can create one main category in the root.

Hi, I have added it into the feature request list but cannot say when I find time for looking at it and if there will be no conflicts with other features (maybe this is the problem why this was not implemented yet)
