I've got the same problem. I'm working with joomla 2.5.0 and Phoca Gallery 3.2.0. I can't make a new category. I'm working local with Xampp on a windows pc.

I allready had some problems with scripts that been showed but that's now cleared.

And do you get some javascript error message?

I was having this problem on Joomla 2.5. Importing install.bak.sql worked, but FIRST I had to edit the file manually to reflect the proper table prefix for my site.
Search: #__phocadownload
Replace: j25_phocadownload

So "j25" is my prefix; you'll need to make sure your own prefix is used if you do it this way.
