Hy Benno,
I did what you explained before. I load up the language files for German and Indonesian in the language folders of the administrator and site, the German language files
de-DE.com_phocaguestbook.ini
de-DE.com_phocaguestbook.menu.ini in the de-De folder of /administrator/languages and /languages
in-ID.com_phocaguestbook.ini
in-ID.com_phocaguestbook.menu.ini in the in-ID folders of /administrator/languages and /languages

but I can't translate the guestbook or the menu link to the guestbook in this languages.

Hi,
You have not mentioned which Phoca Guestbook version you use. This is the way to Phoca Guestbook for Joomla v1.5.
You must set the joomla language, you want to see by default.
e.g. if you want see Phoca Guestbook in german in front and backend you must set german as joomla default language.
backend --> Extensions --> Language Manager -->
Site=German (Default)
Administrator=German (Default)
Save your settings!

Kind regards,
Benno

:| My version is the version for Joomla 1.5. I will show the guestbook in 3 language - German, Indonesian and English.
English is the default language. In backend I use just English.

Hi,
I will show the guestbook in 3 language - German, Indonesian and English.
Sorry, I have no experience with multi language sites.
English is the default language.
As I wrote above, If you want to display the german translation of Phoca Guestbook in frontend you must set german as joomla default language in frontend.

Kind regards,
Benno
