I did not do anything with manifest files. I just replaced the language files. This procedure is working with other extensions.

P.S.: Opening this files in browser shows wrong characters for ä,ö,ü..., just download the files and open it there.

ich hab Deine de-DE.com_phocaguestbook.ini mit meiner verglichen und auf den ersten Blick nur wenige Abweichungen gefunden:
Einige Stings sind noch auskommentiert, z.B.:
Zeile 23 ; COM_PHOCAGUESTBOOK_THERE_IS_NO_POST="There is no public post yet"
Zeile 38 COM_PHOCAGUESTBOOK_ACTION_EDITOWN ="Eigene bearbeiten" (enhält ein Leerzeichen vor dem Gleichheitszeichen, dass da nicht sein darf !!)
Ansonsten UTF-8 ohne Boom (alles gut)

I corrected line 38 (deleted the whitespace) and then replaced all occurencies for hidden strings (deleted ";" in front of the strings).

No change.
