Permissions for User Group

Hello,
I am trying to allow a user group to access Phoca Commander from the Global Permissions page. It appears that I cannot Allow permissions for a Group if the Parent of the Group is Denied the Permissions.
Example:
Customer Administrator
--: Software Administrator
I do not want Customer Administrator to access Phoca Commander, but I do want Software Administrator have access. If I DENY Customer Administrator any access, the Software Administrator calculated setting is Not Allowed(Locked) even if I set Select New Setting to Allowed.
Is this what you expect?
