Category editing broken when having lots of registered users

Hello,

We have a very large userbase (> 100,000 registered users) and when open the category view to edit something it seems that PhocaDownload loads all users into the permission checkbox - that results in a huge and unusable page.

Please, can this be fixed for the next version? It is a huge waste of resource and with a simple Ajax select box this problem could be easily mitigated.

btw, we are using the latest version, 3.1.4
