missing xml file

The problem is even I indtalled Chinese for both site and adm, the site part did not show Chenese charactors. Then I learned it may be need instal Phoca changing collation to solve the problem. I dowloaded the .zip file and tried to instal but it failed, said missing .xml file. Is anyone have know what is the reason? Thank you a loot.
