What kind of lock do you mean?

Usually:

Phoca Gallery tries to create thumbnails if there are images which does not have thumbnails yet
When the thumbnails creating is stopped in Options, the script to create thumbnails is just disabled.

To prevent from making a lot of thumbnails at once, there is parameter Pagination Thumbnails Generation. When enabled, only images listed on the sites are transformed to thumbnails - e.g. only 20 images as usually pagination includes 20 images.

did you set: Backend --> Components --> Phoca Gallery --> Control Panel --> Options --> Thumbnails --> Thumbnail Generation Settings --> Pagination Thumbnail Generation=Yes

Yes, I tried to change all the thumbnail settings. I deleted all photos via ftp and program. I also uninstalled and installed the component again but it continues in the same way as soon as I enter the images menu.
Despite the problem the thumbnails were created correctly.
For the first 2 days the program did not cause any problems.
