Language installation error

Hello,
I am trying to install greek language pack for phoca gallery but I get the error:
"JInstaller: :Install: Can't find Joomla XML setup file."

The file I am trying to install is "el-GR.com_phocagallery.zip"
inside the above file there is a file called "install.xml" and 2 directories by the names "admin" and "site".

Hi,
this language package was created in August 2010 and it's made for Joomla! v1.5 and therefore it will not work with Joomla! v3.x
