Upload Limit

I keep getting an error message saying file size is too big.

I have set the upload limit to 600000
The server is set to 128 MB

but i am still having a problem on a 252 kb file

i can see a limit of 59 kb when i try to upload - where is that coming from?

There are 2 settings:

1. user
2. admin

I did not notice the admin setting.
